I believe that it originally meant that more than 35% of a person's body was exposed. It was a label for work safety kind of stuff. Now, it pretty much means not work safe.

On automatic porn filters, if the image has 35% or more of skin color, it is flagged.

Ya know, I've got some friends up here in the Reno area that have some friends who have a tendency to discard their garments when paper currency is presented to them. I coudl give them a call that way the "entertainment" wouldn't have to go so far
