If there are no external leaks and you're sure it's properly bled...I would have to say replace the MC.

Yeah, but if he has a 1/2 ton master, then it won't work well. i had the same problem.. The pistons in the calipers and the wheel cylinders are bigger and the 1/2 and 3/4 ton M/C can't produce enough volume and pressure. Gotta go 1 ton M/C..

Also gotta make sure those rear shoes are are adjusted properly too. Otherwise, they travel too far before they hit the drum and take up pedal travel.
